In 2020, results began to come in soon after, and about 98 percent of votes had been reported by midnight. South Carolina does not have voter registration by party, but those who participate in the Democratic election may not vote in the Republican election on Feb. 24. Voter registration deadlines were in January. The primary is the first 2024 Democratic contest that will award delegates, a change to the calendar that has historically placed Iowa and New Hampshire first. New Hampshire went ahead with its primary on Jan. 23, but no delegates were awarded.

South Carolina's primary was the first official nominating contest for Democrats, who – egged on by Biden – moved the state up in the primary schedule. But buoyed by Black voters – especially Black women – Biden earned nearly half of the primary vote in South Carolina in a five-way race, propelling him ultimately to the Democratic nomination. Despite the expected primary victory in South Carolina, Biden and Vice President Kamala Harris made a concerted effort to campaign there, visiting the Palmetto State the last two weekends. Harris also visited South Carolina three times since the beginning of the year, speaking at college campuses about student debt relief and abortion rights. Further, 76.5% of the early vote was made up of Black voters, 13% higher than in 2020, he added.

Nov 10 (Reuters) - U.S. President Joe Biden's re-election campaign on Friday will register for the South Carolina Democratic primary, the party's first official clash and an early enthusiasm test for a president dogged by a rash of recent polls that show declining support among Black voters. It will mark a return to a state that Biden credits with catapulting him to the White House. Biden ousted Iowa and New Hampshire from the top spots on the party's nominating calendar in favor of South Carolina. James Clyburn, a South Carolina congressman and one of the nation's most influential Black leaders, is filing on behalf of the Biden campaign. A CNN poll published on Oct. 31 found that Biden's overall approval rating in South Carolina was just 33%, lower than his national approval, which has hovered around 40% in most polls.
